ECONOMIC BASES OF EDITION ACTIVITY


What does the history of management teach?
The history of management, as well as in general history, teaches only those who studies it. Кliuchevski V. О. has noticed, that a history is not the teacher, but supervisor, mаgistra vita (Lat. - "tutoress of life"): it punishes for ignorance of lessons.

The history of management of Russia originates in the XIX-th century, and as Kazakhstan was a part of Russia, and then USSR, so our history has roots to the same time. The base of a uniform economic complex developed during centuries of formation and development of the Russian Empire.
If we speak about the ХХ-th century, many outstanding figures who have brought in the worthy contribution to organisation Kazakhstan government and the management of economic life, on ideological reasons consign to oblivion.

USSR was the second super-state of the world brought in decisive contribution to a victory in the Second World War, in historically short term has restored a national economy, the first went to space and ect.

The history teaches that the development of management in Kazakhstan and in Russia cardinally differs from a history of management in West. It goes from top to bottom in countries, and in West - from bottom to top.
Today we investigate sources, when began ascension of West, and West has directed to tops, which we could not manage, not knowing roots.

The modern economic idea in West gives more attention to:
1.  perfection of the forms and methods of state regulation on macro-level;
2.  due to it there are successes at micro-levels;
3.  further it is considered that "value of life is above than purposes of production".

As it is known, the forms and methods of management at a macro - and at a micro-level essentially differ.
Kazakhstan has to overcome a hard way of an ascension to epoch of a free competition.


NECESSITY AND ESSENCE OF MANAGEMENT
The social management is a management in a human society:
1.  As an element of any labour activity of man;
2.  As an element of mutual relation of people.

Management is a kind of human activity having the system.
The essence of management is opened on the basis of use of achievement of various sciences studying the separate parties of management and its system.
During management the association, integration of all parties and aspects of activity of organization and participants in a single unit is carried out.

The process of management is:
-  process of formation of influence of management;
-  process of transformation of the purpose in the co-ordinated activity;
-  decision of problems of development of the enterprise;
-  functioning a control system, interaction of parts;
-  development of the administrative decisions;
-  activity of the manager in time and space;
-  sequence of actions making management.

The management is a science, practice, art.
The effectiveness of management system is provided with skill of the chiefs to take possession of art to creative application of scientific principles of management in concrete situations.

ECONOMIC BASES OF EDITION ACTIVITY
It is not easy to create the new MMM today. This question of creation concerns to publishing marketing, so without its knowledge it is impossible to create new MMM.

The publishing marketing is a special kind of professional activity connected with progress of the periodic edition on the market, directed on maintenance of its existence and on satisfaction of information needs of its readers.

1.  It is necessary to prepare all documents for registration, to receive the certificate with registration number and date of registration.
2.  To ensure financial base
3.  To create material base, including means of graphic arts industry, premise equipment of premises, toolkit of the journalists and technical workers.
4.  To solve the problem about distribution MMM.
5.  To generate creative and working (human) resources.
