FREEDOM OF A WORLD

INFORMATION POLICY IN THE
FIELD OF CULTURE


One of the main parameters of democratic self-sufficiency of the state is freedom of a word. The democracy, as well as market economy, is constructed on balance of rather different interests. The sense of democracy is not only in receiving power from the voters. As the market economy is impossible without a competition of the goods and services so the original democracy is inconceivable without a free competition of politicians. The presence of controversy protects the citizens and society from authoritarian and arbitrariness of authority. It forces politicians, struggling for a vote of electors, to be guided by their interests.

The society should inform about their estimation and mood through mass media. Information freedom creates an atmosphere of democratic, open society. Mass media is one of the most effective channels of influence of the society on authority. Free mass media takes out on court of the citizens the most burning questions, the most important problems of state life. If there are illegal restrictions of the rights and freedom of the citizens, freedom of a word, the state can not declare itself as democratic.

The degree of a reality of democracy in its classical understanding is estimated by the following parameters: information freedom, opportunity of the mutual control and restraint in system of division of authorities, quality of the electoral legislation.

The conflicts in the modern world often carry character of collisions of various civilisations. The tendency to replacement of western system of values from the sphere of international relations, prevailing for today, grows. The understanding of "east" and "western" ideals, their influence on the international political and economic co-operation becomes their main theme of all international forums.

For today the information technologies begin to play a key role in socio-economic and cultural life of the society. By means of corporate networks and information systems the work of various state structures and departments is co-ordinated. The great attention is given to humanitarian and cultural co-operation of Kazakhstan with authoritative international institutes, first of all with UNESCO. Strengthening of attention of this influential organisation to problems of cultural and social construction in Kazakhstan is observed. The exchanges and contacts in sphere of culture, information and education at the international level develop. The need of an information exchange grows in the sphere of culture with the states, where Kazakh Diaspora live, and with the countries, that are historical native lands for national minority, living in Kazakhstan.

An outline of priorities and tasks of our state in cultural sphere became clear. Information policy in the field of culture, intellectual development of the citizens are closely interconnected with popularisation in mass media eternal values, masterpieces of domestic and world culture.

The favourable conditions are created for distribution of TV and radio programs in the Republic. The organisational, technical and economic measures to expansion of humanitarian co-operation between the states are planned. The tolerant climate for duplicating printed production, programs of TV and radio with the purposes of satisfaction cultural - information demands of a society, further strengthening of traditional communications between the peoples and civilisations is established.
