Information and communication technologies (ICT) are becoming an integral part of the daily life of modern society. ICT have an impact on all spheres of development, inter alia by rendering legal information available to large parts of society. The digital library of the Commission on Human Rights under the President of the Republic of Kazakhstan allows for free access to a wide collection of human rights related documents. The library takes into account the complaints and communications filed by citizens of Kazakhstan to the Commission and to the President of the Republic and is being periodically updated. Thus, it provides the common citizen with the opportunity to find free legal information on the most relevant human rights questions. Online access to the documents of the library is available at the web address: http://hrc.nabrk.kz The offline mode is used for the direct access to the library without any internet connection. For this, the files and the manual of the digital library can be copied into the archive which has preliminarily to be downloaded from:http://hrc.nabrk.kz/download/webserver.exe
